The criteria is that the band have to be *currently* good - it's not 'best band of all time', and ought to exclude the many bands who have ended up as little more than their own tribute acts.
Bands getting a lot of shouts seem to be Depeche Mode, Radiohead, Super Furry Animals and (ye gods!) The Fall.
What does anyone here think?
